CCEA clears three energy proposals, including new FSRU project

The Cabinet Committee on Economic Affairs (CCEA) has recommended policy approval for three energy-related proposals aimed at ensuring uninterrupted fuel supplies and strengthening the country's energy infrastructure.

The approvals came at the committee's 23rd meeting of the year, held at the Cabinet Division conference room at the Secretariat on Tuesday, with Finance Minister Amir Khasru Mahmud Chowdhury in the chair.

According to the Cabinet Division, the committee recommended policy approval for a proposal from the Energy and Mineral Resources Division to revise the tender preparation and submission timeline for Bangladesh Petroleum Corporation's (BPC) imports of refined fuel oil through open international tender.

Under the proposal, the tender preparation and submission period for refined fuel imports for September-December 2026 will be reduced from 42 days to 21 days to facilitate timely procurement and ensure uninterrupted fuel supplies.

The committee also recommended policy approval to process a proposal submitted by China National Energy Engineering & Construction Co Ltd (CNEE) for the establishment of the Kutubjom Floating Storage and Regasification Unit (FSRU) at Maheshkhali in Cox's Bazar.

The proposal will be processed under the government-to-government (G2G) procurement method in accordance with Section 68 of the Public Procurement Act, 2006, and Rules 99(2) and 107(2) of the Public Procurement Rules, 2025.

The CCEA also recommended policy approval to process a proposal submitted by Gunvor USA LLC to supply liquefied natural gas (LNG) to Bangladesh under both short-term and long-term arrangements through the G2G procurement method.

The recommendation was made in line with Section 68 of the Public Procurement Act, 2006, and Rules 99(2) and 107(2) of the Public Procurement Rules, 2025.

All three proposals were placed by the Energy and Mineral Resources Division.
