Govt’s 180 days: DSHE eyes digitisation and structural overhaul

As the BNP led government passes its six months, the Directorate of Secondary and Higher Education (DSHE) has initiated tangible transformations and institutional reforms across the education sector to eliminate bureaucratic bottlenecks, digitize service delivery, and enforce institutional accountability.

Professor Dr Khan Moinuddin Al Mahmud Sohel, Director General of DSHE, described the agency’s overall progress, operational challenges and future roadmap during an interaction with journalists at the DSHE headquarters on Monday. 

Khan stated that decision-making authority across internal wings has been decentralised, which allows files to be resolved expeditiously at the Director and Deputy Director levels, bypassing previous procedural delays. 

To address longstanding administrative deficits, concept papers for 18 distinct projects were prepared and submitted to the Ministry of Education. 

As part of the digitization drive, an automated dispatch system is being implemented at the DSHE central registry to curb irregularities such as missing official letters or lost investigation reports.

Prof Khan further noted that to maintain educational quality and monitor classroom activities directly, DSHE has decided to roll out a ‘Central CCTV Monitoring System’. Before its implementation, live remote classroom observations are being conducted via the Digital Monitoring System (DMS) application.

With an aim to extend digital infrastructure to underprivileged and remote regions, more than 20 new project proposals have been submitted to the ministry. 

Key highlights include: Installation of free Wi-Fi and multimedia classrooms across all educational institutions, provision of free school uniforms and health-nutrition support at primary and secondary levels, mitigation of math and science anxiety through ‘Learn Math with Khan Academy’ and interactive digital learning systems, mandatory third-language instruction and universal access to vocational education, launch of a dedicated educational television channel, alongside the implementation of ‘Green School’ and ‘School Nutrition Program’ initiatives. 

Khan further emphasized that an automated software-driven teacher transfer mechanism is being introduced to halt systemic mismanagement, eliminating discretionary human intervention and unethical transactions. Simultaneously, legal proceedings have commenced against teachers and staff holding fraudulent credentials.

To streamline post-retirement benefits, funds from the Non-Government Teachers' Employee Retirement and Welfare Trust are being integrated into the Electronic Fund Transfer (EFT) system for direct disbursement.

The DG also said that co-curricular initiatives such as the ‘Startup Science Project’, the ‘Prime Minister's Gold Cup Football’, and national debate competitions are being embedded into mainstream education.
