A plan for the patchwork

Decentralisation, climate migration, as well as food security all require one thing: a unified spatial map

As Bangladesh rushes headlong into economic maturity, it faces an existential conundrum that money alone cannot solve. The country is building at staggering speed. Mega-projects, expansive transport corridors, sprawling industrial parks, and glossy residential enclaves are aggressively reshaping the Bengal delta. Yet beneath this flurry of concrete and steel lies a fundamental oversight. 

The state knows precisely what it wants to build, but it remains indifferent about where to build it. Across the nation’s ministries, development is treated as an exercise in project management rather than spatial strategy. Highways are unspooled, rivers are squeezed, and prime agricultural soils are consumed piecemeal by industrial expansion. The missing ingredient is a coherent physical blueprint for the future. Bangladesh desperately needs a National Spatial Plan.

At present, policy planning operates in departmental silos. The country does not suffer from a scarcity of documents; it boasts the ambitious Delta Plan 2100, alongside a patchwork of municipal master plans, climate adaptation strategies, and industrial zone mandates. But these initiatives rarely talk to one another on a map. 

One agency pushes a trunk road through fragile wetlands; another establishes an economic zone without securing wastewater infrastructure; a third permits residential developments that outstrip local water supplies. The visual consequences of this uncoordinated scramble are evident along every major arterial road, where uncontrolled ribbon development chokes transit efficiency and destroys the surrounding ecology. 

Each project may appear rational on a spreadsheet, but collectively they produce geographic chaos. Economic planning dictates what a country aims to produce, but only spatial planning ensures there is a viable, resilient stage upon which that production can occur.

This spatial blindness poses a severe threat to urban equilibrium. UN projections suggest that Bangladesh’s urbanisation rate could reach nearly 60% by 2050. Should the existing demographic trajectory persist, the bulk of these millions will inevitably gravitate toward Dhaka. The capital is already buckling under its own weight, paralyzed by traffic, inflated real estate costs, and degraded ecosystem services. 

Expanding Dhaka’s infrastructure to absorb tens of millions more will prove astronomically expensive and physically unsustainable. Decentralization must mean more than relocating government desks. Bangladesh needs a polycentric network of competitive regional hubs. 

Secondary cities such as Chattogram, Khulna, Rajshahi, Sylhet, and Rangpur must be empowered to cultivate distinct economic identities, spanning advanced logistics, agro-processing, heavy manufacturing, and specialized education. Citizens should not have to migrate to a overcrowded capital simply to secure a decent livelihood.

Spatial discipline is equally a matter of climate survival. Bangladesh’s exposure to environmental shock is notoriously heterogeneous. The coastal belt confronts creeping salinity and cyclonic surges; the northeastern haors face flash flooding; the northwest contends with drought; and riverine belts are constantly carved up by erosion. 

The Delta Plan correctly mapped these micro-climatic hazards, but policy has failed to link these risks to future capital allocation. Rather than spending vast sums defending inherently unviable locations, a spatial framework would steer new industrial assets and settlement growth toward safer, high-elevation zones. 

Crucially, it would allow the state to prepare for climate-induced internal displacement before it degenerates into a human crisis. Resilient secondary towns could be equipped with housing, schools, healthcare, and water grids long before sea-level rise forces coastal populations to pack their bags.

Resource scarcity demands a similar level of spatial calculus. Land in Bangladesh is finite, precious, and non-renewable. Yet urban expansion routinely treats agricultural fields, canal networks, and natural floodplains as blank canvas awaiting concrete. Incremental encroachment may look negligible on an individual site plan, but its cumulative impact on national food security and drainage capacity is catastrophic. 

Natural waterways are not empty spaces; they are vital drainage architecture that keeps cities from drowning during monsoon downpours. A robust national framework would draw firm lines around ecological corridors and prime arable lands, directing industrial footprint strictly toward pre-designated, less sensitive locations.

Achieving this vision requires modern tools and institutional overhaul. Bangladesh must move away from static, paper-based master plans that are obsolete before the ink dries. By synthesizing disparate data streams—cadastral maps, satellite imagery, traffic flows, and climate projections—into a unified National Geospatial Data Framework, planners could monitor land conversion in real time. But technology is useless without administrative rationalization. 

Today, environmental systems and labor markets ignore regional municipal boundaries, yet local authorities remain trapped within administrative silos. A clear hierarchical structure is essential: an overarching national spatial blueprint setting strategic priorities, regional plans coordinating inter-city infrastructure and river basins, and local councils enforcing detailed zoning.

Ultimately, the most effective point of leverage lies in public finance. Government spending must be subjected to a strict spatial audit. Before approving any university, hospital, port, or economic zone, cabinet committees should ask whether the proposed site reinforces the national spatial strategy or exacerbates urban disorder. Public funds must stop subsidizing spatial chaos.

Bangladesh stands at a historic crossroads. Decades of raw growth have lifted millions out of poverty, but the physical foundation underpinning that growth is fraying. Decisions made today regarding the placement of roads, factories, and residential hubs will lock in the country’s geographic trajectory for a century. 

Development cannot remain an ad-hoc exercise in construction. Bangladesh must decide where to build, where to connect, and what to protect, before the delta runs out of room.
