The government has appointed Ahsan Habib as secretary of the Internal Resources Division (IRD) and chairman of the National Board of Revenue (NBR), giving him full responsibility for the country's revenue administration.
The Ministry of Public Administration issued a notification on Monday confirming his appointment to the two posts.
Habib had been serving as acting secretary of the IRD and acting chairman of the NBR since June 30, 2026.
Before taking charge of the top positions, he served as a member of the NBR responsible for tax administration and human resource management.
He joined government service on November 15, 1995, through the 15th Bangladesh Civil Service (BCS) batch and ranked first in the taxation cadre.
Throughout his career, he held various positions in tax administration, including assignments in tax zones and tax appeal zones in Dhaka, Khulna and Rangpur. He also served in the Central Intelligence Cell and the BCS Tax Academy.
Habib also serves as president of the BCS Taxation Association, a professional organisation representing taxation cadre officials.
His appointment comes at a critical time for the country's revenue administration, which faces mounting pressure to increase tax collection, widen the tax base and improve compliance.
The NBR plays a central role in mobilising domestic resources through income tax, value-added tax and customs duties, making its leadership crucial to the government's fiscal management and revenue reform agenda.
